Environmental Law Institute (ELI) has a specialized capacity for technical and policy support in international environmental governance issues, including water laws and transboundary issues. ELI assists governments and local partners draft new water laws and policies as well as building the capacity of governments, judges, lawyers, and civil society to implement and enforce water laws and regulations. ELI’s Watershed Democracy Program focuses on applying legal and policy tools to transboundary water issues to avoid conflict and reach better environmental outcomes.
